POSITION SUMMARY:

The Program Manager of the NCRC Housing Counseling Network will assist with the implementation of NCRC's current comprehensive housing counseling, homeownership, foreclosure prevention, HECM, and affirmatively furthering the fair housing program. The Program Manager will be responsible for building systems and developing infrastructure to allow the Housing Counseling Network to successfully grow in its role as a national HUD-approved housing counseling intermediary. The Program Manager will support staff and serve as NCRC's point of contact for delivering services and technical assistance to local community-based organizations that are members of the NCRC Housing Counseling Network.

The Program Manager will play a key role in supporting a successful national program that will address the long term housing counseling needs of NCRC's member organizations and the consumers and communities that we serve. This individual may represent NCRC at meetings, conferences, training sessions, and events at the direction of the Director, Housing Counseling Network.

ESSENTIAL FUNCTIONS:

The Program Manager of the NCRC Housing Counseling Network is primarily responsible for the following:

* Supervise NCRC Financial Equality Center's Staff

o Advise direct service, housing counseling staff as they work with homeowners, Housing Counseling Network member organizations, and loan servicers to achieve loan refinancing and modifications, provide foreclosure counseling, and otherwise assist at-risk homeowners

o Provide training and professional development for staff

o Support staff by intervening and directly managing clients with unique challenges

* Support NCRC Housing Counseling Network members

o Provide technical assistance to Network members on the development of strong and successful housing counseling programs; support network organizations seeking to become HUD-approved agencies; host events with network organizations

o Provide support for all Network members related to access for clients with limited English proficiency, servicer policy-modification, professional development for staff, communications and media outreach

o Work with Network members to identify common needs and problems of low- and moderate-income communities and communities of color that should be addressed through either programmatic or policy changes 

o Support Network organizations by intervening and directly managing clients with unique challenges

* Evaluation

o Maintain accurate and timely records of the staff's and network members' activities regarding number of client intakes, speed of process, common impediments and successful outcomes

o Analyze quarterly reports from network housing counseling organizations and provide regular, detailed feedback to the Director, Housing Counseling Network about the progress of networked organizations

o Assist in the quality assurance and oversight of local housing counseling organizations through site visits, regular communication and program evaluation activities

o Provide detailed administrative reports for submission to any funder of the Housing Counseling Network, including, but not limited to HUD, NeighborWorks, fee-for-service arrangements and private foundations

* Training and Conference

o Coordinate and implement professional development for NCRC housing counseling staff and Network members

o Coordinate with NCRC National Training Academy to develop curricula and events for NCRC member organizations and other partners interested in housing counseling

o Develop culturally-accessible financial education tools and curricula, including a rebranded program website using an intranet for participating counseling organizations

o Manage the distribution and promotion of culturally-accessible housing counseling materials

o Help develop NCRC conference workshop topics that share ideas and best practices for member organizations, and suggest speakers for those topics

* Fundraising and Development

o Support departmental and organization-wide fundraising efforts to identify, assess, and apply to funding opportunities from foundations and governments; oversee grants management and reporting related to department's funding sources.

Excellent organizational, time-management and communication skills. Proven track record of completing projects in a fast-paced environment, with ability to multi-task, prioritize and track and meet aggressive deadlines.

Project Management

Outstanding interpersonal skills, with the ability to work collaboratively, independently, and effectively with staff to develop a stable infrastructure for the Housing Counseling Network.

 

 

Grant Management

Excellent grant writing and implementation experience, fluent knowledge of the federal grant process.

 

 

Quality Control

Ability to ensure quality control and oversight of local housing counseling organizations. Ability to perform accurate and timely follow-through of requests and programmatic duties.

 

Communication

Excellent oral, presentation and written communications skills, including advanced editing skills.

 

 

 

 QUALIFICATIONS:

* Preferred: Master's Degree with three years' experience of program management programs for a non-profit or related organization;

* Minimum required: Bachelor's degree with five years' experience;

* Demonstrated commitment to supporting the community development needs of low-income and disadvantaged populations;

* Working knowledge of the foreclosure process and the housing and financial industries' responses to the foreclosure crisis;

* Willing to travel;

* Exceptional written and oral communications skills;

* Strong organizational abilities, including excellent attention to detail and ability to prioritize and multi-task;

* Team player who works well in small, fast-paced, highly collaborative environment;

* Excellent analytical, problem-solving and interpersonal skills.

PHYSICAL/MENTAL DEMANDS:
